During the period from July 2015 to June 2018, the Program for Expansion of Access of Vulnerable Groups to HIV/AIDS Prevention, Treatment and Care Services was implemented with the financial support from the Global Fund in the Russian Federation.
The purpose of this Program was to “promote the formation and strengthening of national legal, methodological and financial base for ensuring sustainability and expanding provision of HIV/AIDS prevention, treatment, care and support services for the key populations”.
The objectives of the Program were to provide services to the key populations, as well as strengthen the advocacy and community systems. The Program included a module of community systems strengthening aimed at “strengthening of ability of PLWH, PWUD, MSM/LGBT and SW organizations to interact with each other and other public organizations, government agencies, government authorities and business representatives for protection against violation of rights and discrimination, which make these KP vulnerable to HIV/AIDS”.
In addition, the Program included a module for overcoming the legal barriers aimed at “strengthening of the ability of PLWH, PWUD, MSM/LGBT and SW communities to resist the human rights violations and discrimination that make these KP vulnerable to HIV/AIDS”.
The purpose of this report is to review the achievements related to CSS and OLB modules, as well as describe the lessons learned and give recommendations that may be useful not only for the Russian Federation, but also for other countries applying these modules.
